My Dad was on an 18 month waiting list for a hearing aid test, but by being persistent and getting to know a bit how the system works and using it to his advantage he has only had to wait 2 months. As with all large bureaucracies it's a question of being able to best manipulate the system and not taking no for an answer, not the best situation for vulnerable people but probably unavoidable.
