And it's the most self-exculpatory shite you could ever hope (fear?) to read. The problem with democracy, y'see, is that "the public" feel disconnected and don't trust politicians. The way to deal with this distrust is to change the structure of parliament and the relationship between the branches of government, not, say, being more trustworthy. There is some good stuff in it, but it speaks volumes about the government's inability to admit any responsbility for the public's distrust.
