Dicks, who took over the department last month on an interim basis, announced that his officers would start arresting people wearing saggy pants that expose skivvies, boxer shorts or bare bottoms." http://prorev.com/2008/07/stupid-police-chief-tricks-making-saggy.html weirdly enough, this story popped up in one of my rss feeds today:
