It’s quite likely your public servants deleted it without even reading it.

    To be fair, Outlook sometimes sends this even when you have read the message – depending on your settings, reading a message in the preview pane often doesn’t count as reading it. I’ve had people at work complaining that I’d deleted their mail unread when I had in fact read it.

    Not that I believe that’s what happening here, but we can’t be certain that it isn’t.
